From what I can piece together, Barr was brought in to be a fly on the wall and to hear what goes on in CIA, and apparently he did it well. After 23rd he can tell it all on the witness stand, hopefully in a tribunal.

I am extrapolating this to think that Wray was brought in for the same reason in FBI. If that is true, he should be resigning soon, so can do the same.
