Hypothetically, the "VP Elect" would have until 2021-01-20 1159AM EST to step down from some other office if they wanted to be eligible for VP. Maybe sooner if there is paperwork or phone calls involved.

I agree with this. Harris would not be holding 2 offices, since Pence's term lasts until noon on 1/20. It might not even be illegal to be VP and a sitting Senator, since the VP has a weird position of existing in both the Executive branch and the Legislative branch as President of the Senate. I would think that the Senate's own rules dictates whether or not they would allow that. Also, California would probably want a person who could dedicated their attention to the position.
Ultimately, for a VP to try to hold both positions would be self-defeating, since in the event of a tie, the President of the Senate would be expected to cast a tie-breaking vote, and the VP wouldn't be able to do that if they had already voted once as a Senator.
