I think some faction definitely got trigger happy with the bioweapon. Perhaps the part of DNC that knew they needed this cover for election rigging. The reason is that, if this was approved at the highest level, they would have ordered Xi to release it in a way that was completely untracable to China. But apprently a CIA operative got it from a rogue agent in the lab, and there was a scuffle when it broke out.
