Maybe he means that currently even through he's president the cabal are 'in power' or perceive they are and we will transition into a better world once they are all shipped off to gitmo.
Perhaps he never had power? Why else did Legislative Branch put a chokehold on the executive branch with all of the BS impeachment proceedings? All the nonsense Subpenoes?
Hopefully he is able to reclaim that power smoothly with little casualties to the American public.
We will see how loyal the military is to the US.
He's already accomplished a GREAT deal for a man who "never had power"...
