Found the original video of the handsignial to Mitch McConnell. It's at around 2:10

This is an earlier video of Mich McConnells opening statement. It has better angles to identify the guy giving the signal.

I'd also like to note, the man seems to make the gesture in response to Mcconnell's turn and swaying. Once eye contact happens, he isnt as aggressive with the hand gesture. However, he still continues to make the gesture, leading me to belive it could be, just the way he rest his hands.

What do you think?
