I just realized how dumb my last post was. Ugh It's past midnight here and I was talking contract law. It's the last thing I want to think about after having to cram that info in my head in a 6 week period.
This IS actually in line with the way a government does contract work. It may be official. I just got done taking a contract law class. The LEGITIMATE way a the government does a contract is to basically do what they call a "cost+incentive fee" contract. Basically it's how it sounds.
They will cover a monetary cost upfront (The $2000 per day) and then stipulate performance requirements for an incentive (The performance is that they show up and the incentive is the guns and ammo). This could be legit.
