They have to pop all those sealed indictments at one time. If you arrest one, you have to arrest the multitude because of the way they're all connected.

IMO the no outside comms pertained to Q. It doesn't mean that other actors in the scene are to be ignored. People like Kansas who has been posting on what seems to be a pattern.
