AFAIK, he didn't take over lost papers, but rather the gov asked him to check Tesla data in a first place, where within them there was what we could call a time machine, he said back to the authority that he didn't understand what those things were and probably were senseless, so he kept them and toke then over the research

Anyone that knows more than me on this, feel free to correct me please
