Apparently it's on the Navy site, according to alternative posts of this stupid letter that's been happening.

I've only seen a copy of the letter on the Navy site. A copy of the letter contained in a message. For all I know some Petty Officer was given the letter after it was downloaded from the fake news websites, passed of as legit, and then transmitted out to the fleet.

I guess we'll find out the truth soon enough.
