The only explanation i have is emergency declarations i think can give president similar powers to the insurrection act. I am not a law expert though. But look at the states two that stand out to me is conneticut and Utah, whats he going after in Utah? Is that Romney's state? Connecticut I'm sure is home to many swamp creatures.
