didn't it happen after he merged DHS and FEMA? till then it was Gov. Blackfaces NG and then we heard Senicide specialist cuomo NG as well. everybody was saying that Bowser had requested, then she put out a statement that she wanted to make it clear that she had not asked for addittional NG. so that leaves Trump thru the emergency he declared in DC.
