Q3232 is the first marker with the IWC Portugeiser set to 4:49 @ 19th. Marker 2 is set to 3:05 @ 27th.

Do a search on 11.3 on Qalerts.app and re-read the results. When viewed through the UCMJ code, the posts make a LOT more sense vs a date.

For those not tracking - FISA declas was authorized at 4:49 on 19 Jan. FISA unlocks.

Does anyone have a link to the UCMJ section code referenced as 11.3 and 11.6?

This was based on the X22 report statement. I'd like confirmation myself, but that's all I have to go on ATM.
