Perhaps Miller was there as a layer/role for the transition into the inauguration? To setup the military presence in DC and get everything necessary to the military leadership?

Just thinking out loud on how he could have maximized impact w/ Ezra/Ellis, knowing this was coming and knowing exactly what needed to be done in short order.
