Looks like the bottom 2/3 of the entire frame glitches out for a second. Nothing on the top 1/3 changes, including barry's forehead. Nothing too unusual.

Correct. Looks super weird and got me at first, but if you watch in slow-mo and stop it as soon as he "glitches out," you can see that's all that's going on.
