It's the most likely scenario. If you look for the full video, the whole image goes "weird" for a second too.

Wow very good find. I am not a video expert, but I would think its highly unlikely that just one element of the image would glitch. I am sure this was made up of multiple layers. Interdasting!
It depends on the moving elements of the image, because some of the frames are interpolated since we're not using analog.

What's actually happening here, atleast based on what I can tell, is the image is being dragged down from Obama's hairline downards; giving the illusion of a "background".
Edit: Not in this specific frame, but in the frame where it looks like he disappears.
Digital video almost never contain full frames, so it relies on interpolated frames. Otherwise, a 10 second video would be 1.5GB, or 540GB per hour, which would be insane. But if for some reason, one of those frames the video relies on to recreate the rest of frames is missing or received improperly (corrupt), you will see those artifacts.
Do you think perhaps that those faded areas are 'backwards in time' from where they should be? I.e. does obama move at some point to where the background is visible?
