I think these types of "intel" need to approached with the highest of skepticism. Or just outright disbelief.
The reason I say that is because these statements never have a logical chain of command - ie, how do we get to that point, what is the next step? How to cope in the interim? What can go wrong now? How do you counter that?
They never have explanations of the process. They always have an end goal, something people want to hear. So you put your focus on the end goal, waiting for it to materialize and don't question the process.
Yes, it "could" be happening behind the scenes, but "intel" should be able to communicate the process more clearly than "This is the end game".
