I think the best approach is to contact the local NG Unit, see if they are deployed (DC or anywhere) and ask what they might need (if anything). Definitely not home baked goods or anything not packaged. They might need toiletries and stuff like that because many of the local stores in DC are closed. The troops still at the local unit would be able to get any care package items to them on a resupply transport.
