Remember - it gets first to the military warehouses and distributed from there. You can let your imagination free on why this seemingly unnecessary step might have been taken.

I do not have one. Might be anything. Even something as simple as more efective distribution towards strategic places (blue counties :)) ... is after all seen as a scarce strategic product.
