I have no doubt Congress was in on it, however being agreeable and knowledgeable are two separate issues. Most of Congress have no idea what is in the bills they vote for. They vote because that's what they are told to do.

In regard to the primary question as to why evidence of election fraud coming out mattering, the more truth comes to light the better. There is a reason why media frames it as without evidence without actually ever mentioning any of the claims. They fear the truth.
