What is the source of this chart? Who would have more access to the upper information tiers than POTUS?

Edit: CIA spooks - so basically cabal or the occasional Pompeo.

Jimmy Carter said that when he asked to see all the UFO evidence, they told him his security clearance wasn't high enough.

Why couldn't he just fire whoever issued the clearances, and get someone to give him top clearance?

That's just stupid....
