Or is this their way of getting in front of the upcoming narrative shift?

SNL would do this in a mocking style.

I think patriots are in control and this is an example of the ship turning around. It has to happen by degrees -- have to sneak the truth on people.

They are expanding the Overton Window by getting their viewers familiar with the idea of trafficking.
