Easy to get the names of ticket holders. Compare to list. Tell everyone else "sorry, COVID". Send out some free tickets to IDK some "health care workers". Lock the gates at the end of the first quarter and round em up.

Low key. Grab them when the go to the head, call their phone and have them "meet their party" or some shit. They could have ~75% done before it became obvious.
