I've heard hundreds of tests throughout my life as have others I know. They always indicate that it is a test if it is a test so this is special/strange.
I was just thinking that, what would be the point of sending an alert tone with no message? So they send a message through the EBS, but then no description on why the alert was sent and no info on what to do? That doesnt make any sense whatsoever.
Why cannot it absolutely not be the case? What makes you think they HAVE to announce it being a test in order for it to be a test?
Many of us have heard the tone over the radio with no accompanying message before, we don't think its overly unusual.
The purpose of a test is to see whether a station is playing the tone or not, you don't need to announce it being a test in order to determine who is complying.
If it wasn't a test then there would be a point to the alert.
If you hear a tone and no message, its literally a test and cannot functionally be anything else.
Think about it for a second... what is the point of anyone hearing an alert tone when there is no accompanying message?
This definitely is not uncommon, I can recall multiple times I've heard a tone and no message.
Maybe the alert is only meant for a certain group of people. People who already know what it means.

Exactly and this is why we need to talk about it and know about it. It's not a test, so what are they doing?

This is exactly why I'm posting this. Saying it is a test is insufficient because this cannot be the case. So it leaves us with "why"?

Someone already explained it to you... some prepared people were expecting the signal and went into action without the public being really aware
Sure, that's a possibility based off of whim, but it doesn't remedy hearing test tones without any accompanying message multiple times before.
