Q stood for "quality" or at least that was one of the themes. there was a push to achieve a quality product for Q (I have friends working in android).

Seems like a logical thing to tell to employees.

But why the sudden change after a decade old tradition? It also low-key implies that they didn't care about Quality in previous releases.

My understanding is that before, they cared more about being open source and being an example of what a phone could be. After losing sales to apple, they started realizing they needed to go all in and come out with a quality phone .
