I guess that comes down to semantics. When I read the linked article it gave me the impression that she was running around doing everything Biden should be doing (like meeting with the cabinet) but that was just an impression.
After rereading the quote, it could probably be taken either way but I'm not seeing her speaking for anyone else and that article was published on January 27, 2021 which makes me wonder (assuming you are correct) why hasn't she made statements for the other cabinet members yet (a job she is already supposedly doing)?
So why is she the one delegating authority to the other members of his cabinet too?
