Did they here about the virus and than come up with it, or were they already intent on lockdowns and masks?

IMO planned for years. SARS, bird flu, etc. was all increasing the fear so they could use a bigger one to remove freedom.

Trump did mess it up by winning in 2016 but they shifted and also used it to create a crap ton of absentee voting to cheat back into the White House.
