How do you wake people up? You male them feel uncomfortable.
Texas was DS, this sounds more like WHs.
Cold kills. But you can survive quite a bit of heat as long as your out of direct sunlight. Only have to make people feel it to get a taste of the 3rd world.
Old folks die from heat stroke regularly during power outages. Not good.
Most people would lose a lot of food. And the ice runs out soon. Maybe where you are it's not too bad but there is a very big chunk of the SW where it is deadly.
