You can spot a smuggled nuclear device using a very special camera that detects gamma radiation.
The only problem is, a lot of stuff just naturally decays. You need the ships to slow down enough for the radiation to build up in one spot.

Im sure that tech or more advanced tech is being used....though we have comms from everyone around the world("what part of we have it all do you not understand?")
