Whatever geographical location it is of, that is definitely a depth chart. For our non-boater frens, all the lines in it show the bottom contour and depths (at intervals) of whatever body of water the chart is for. Think mountain elevation charts, but upside down for water.

Super useful for submarines and vessels operating in shallow areas. More watch the water?

If one could pinpoint what water this actually is, that would be very interesting...
