The white house plumbers, or sometimes referred to as "The Plumbers" were a special investigations unit that was created after the pentagon papers were leaked. The plumbers were involved in the burglary during the Watergate scandal. Watergate is often referenced by Q. Possibly a connection here if anyone feels like digging deeper.

Oh it's definitely what "Call a Plumber" was referring to.
The folks who do the dirty work in this world are called "Cleaners" and "Plumbers" because they do the "Wet Works".
Q does appear to be (at least in part) from the Intelligence Community, etc. These words would be normal words for him/her/them.
