According to symbolsanon, nuclear comms usually refer to explosive information (usually blackmail.) Black and white is usually used to clarify that a message is cut and dry, not ambiguous. My personal observation, black and white comms are simpler and refer to major actions.

The Trump legal team have landed from their journey and are heading into a mission, led by the military and the Secret Service. In the background waiting to exit the chopper is Trump, ready with the declas and ready to disembark.
