Umm can a former POTUS pardon people? Shouldn’t more people ask this? Shouldn’t this be a Biden statement?

The NY Times put out an article yesterday saying Gaetz had asked Trump for a pardon for himself and a bunch of other unnamed Congressmen. This is Trump’s response to that article. https://www.nytimes.com/2021/04/06/us/politics/matt-gaetz-trump-pardon.html
