I can't find anyone apart from "uncle sam's children" talking about it, that's true. I found one other link which listed that it was introduced by one Curtis J. Tarver, II Illinois, Representative, Democrat, District 25. Do you think it has any support?

From my limited knowledge what it reads to me is: the Bill has been presented or read officially and that's it - there's nothing scheduled yet so they haven't decided whether to vote on it yet or ignore the bill.
