I would assume so, since there isn't much link otherwise tied to emergency messaging.

I'm in edgewater...no ebs on my phone. I just got a new phone and couldn't find anything to turn it on or off. Also I haven't had any amber alerts in I think a year.
Could it be because Norad is located in Colorado? I'm sure having one of the most high profile targets in your backyard dictates that the military want to make sure the EBS is functioning properly.
