The problem here is simple... when the law only applies to one group and not the other obeying the law is like trying to fight with both hands tied behind your back. Its a pointless exercise in losing every battle and the war. We either need to figure out a way to fix the law, which IMHO its too late for that, or we have to forget about law and worry about survival.

If Q really has a plan he needs to carry through with it soon because it won't be long now that everyone is going to stop obeying rules and start fighting for their very survival.
