Is there any other possible explanation? Such as looking to see if ballots are filled in via printing instead of manually or something? Both lead to good outcomes just curious of other explanations

I was thinking they might be looking for ample fingerprints because in a stack of printed ballots, there would be a bunch of ballots that were never individually handled; however, neither person here is wearing gloves, so that idea seems shot. Likely just for the watermarks.
