Obama really tried, but the economy was so weak they couldn't also achieve inflation. Under Biden, it was easy. He's had a super strong economy to work with and all he had to do was shut down a nation, print money like crazy, give away trillions, and let food, fuel and other vulnerable things spike in price.

It's all a plan.
