C.) Could be you sound it out? One four. One for. Won for. I didn't come across a name that could fit that.
D.) A Constitutional reference. Given that this relates to hiring and firing, it would have to be related to the Executive Branch. Article II, which details the power of the Executive Branch has..... 4 Sections! Specifically mentioned is recess appointments, electors, the military, judges and federal attorneys, and so on.
