Stupid but Serial Question time. Why hasn’t the FLU vax been mandatory?

I mean, it kills hundreds of thousands of people every year. What am I missing?

Flu shots have been "mandatory"in healthcare settings for years. The tide has recently turned and healthcare workers are suing and winning (as of 7 years ago here in IN). The shots are deadly but not as obviously as the current experimental shots. CDC etc Al would love to make every single vax mandatory.
