07 may be a little too broad in definition - there are many things I can legally do that may “harm” someone else.
I can drive my car
I can burn weeds in my yard
I can turn my yard into a ‘junk’ yard
I can build a business that disrupts an industry and puts thousands out of work
(And if we believed the fear-mongering regarding COVID,) I can go to the store unvaccinated and without a mask (the horror)
I’ve had many conversations with friends about where one draws the line. I don’t have the solution, but the correct answer is definitely not totalitarianism, nor is it complete libertarianism - somewhere in between.
It’s a tough situation. I don’t smoke and I appreciate that laws prohibit smoking indoors for most venues - but for those who do smoke it’s a limitation of their freedoms. I suspect that the research linking smoking to many negative health outcomes is true - but I have no way of knowing it’s true. All I know is I don’t like the smell of smoke. I haven’t experienced any of it myself.
