A mandate is not a law, and a power is not a right.

Proprietors have all of the power in their power to license trespass or not.

Health officers are not law enforcement. Either is OSHA. Your wrong.

OSHA uses CFRs. Code of Federal Regulations for busniesses not citizens. If anything they can fine the busniess for not compling with the mandate but the businesses don't want a law suit so they won't even ask anybody about the vax status.
