I know this is only a meme... but its garbage. When this had all come out and Rudy brought up this number quite a many of us gasped as we knew someone gave him bad data... the 1.8M was a count from the primaries and the 2.5M was from the actual election... PA just hadn't updated its page to reflect this correctly. Not an issue with the election but an issue of not updating a data point on a webpage. Don't get me wrong... PA had some of the worst fraud in the country, just this wasn't a reflection of that.
