Occam’s razor says they are using that spot because the building is not occupied. Buuuut, police departments really do waste resources monitoring people at the request of FBI fags.

Also, path of least resistance....if nothing is going on down there, then they can be idle for a few minutes while they wait for a scheduled meeting.

My observation...they pull over people that look least likely to shoot at them.
