all the machines wouldn't have had to be plugged into the internet. they used usb drives to move data around between machines, only one machine from each area would have to connect to the internet to influence every machine it shared a usb stick with. they sometimes had dedicated workstations to combine counts, and upstream information to counties/ states/ feds
