I think he released the short, 34 second, video for all the anons to get them stoked and to remain believing in him and what they are doing, before he went out and appealed to the normie masses.

How would it go over, him saying he’s going to be President before 2024 in front of a huge audience?

It was almost two completely different messages, targeting two completely different audiences. He even mentioned something not changing until 2024 in his speech.
