I don't think that question was ever answered definitively. The assumption was that it was Soros, Corney, Obummer, HRC etc. - all the ones who ended up orchestrating the Russia hoax, impeachments etc. In other words, they were so taken aback by their loss, this was an emergency meeting to plot how to take down DJT.
