Not to be a downer but I think that part rotates 180 degrees up. It’s down for travel. You can see the light on the end which would be pointed up for visibility
May be a different flag - ie left is American, right is some nautical or other. Look at upper rhs of right flag - looks like a white section with an insignia of some sort.

What ??? Look at the 'section' of the flag to the right (the section with no stars, just the stripes).
Why does it have seven red strips and eight white stripes? *(A total of 15, with the top and bottom stripes being white.)
The US flag has seven red stripes and six white stripes (for a total of 13). The top and bottom stripes are supposed to be red.

Yep! Customs and Border Patrol flag. (I hadn't noticed the insignia section.)
Note: The stripes on that flag are actually vertical.
