Emaciated: Very thin and weak, usually because of illness or extreme hunger.

His current appearance does not fit the definition of emaciated. He just looks like a guy who's lost some weight and who now looks healthier than he used to.

My guess is, Kim Jong-un was under a lot of pressure and ate more, as a result. Now that Potus made his visit and things "changed" in NK, Kim Jong-un is more relaxed and not relying on "comfort foods" so much.
