Levin has been talking about the states organizing a Constitutional convention for years, and has a book out about it.
It can happen, and is covered in Article 5.
Will it happen is a different story. There has been enough interest at the state level (45 states) a few years ago but it dis not happen.
For this guys plan to work, seems like all the planets must align.
The CoS people are tireless, and they are getting states to sign on. Trouble is that it is not an immediate fix, and too many people loose interest. But it is a good test of a candidate to ask how he feels about CoS -- is he a constitutionalist?
What I hear is a lot of currency in circulation => inflation.
I would agree with the idea that a constitutional convention / convention of the states is necessary, since the Inc is dissolved and has no capacity to make and execute laws on the hand, and on the other: the original founders and signatories to the Constitution are no longer alive to provide authorization.
So, this authorization needs to come from people who have made themselves free of the current birth certificate slavery and fictional world.
As long as an individual still is part of that system, a claim cannot be made.
Though I guess, with enough people, something can be done defacto, and make it dejure.
