Well my thoughts... Since this was just a test right? My bet is that's what it was just a test, testing the system until they get it right... This or those that didn't get were fucked with by local media/ crooks?

Either way some people have got so that's a start. As for me living in North Dakota I didn't get it yet but glad the so called testing has started.
